Ranker’s Discover Pass transferability bill passes key budget committee

A proposal to allow transferability of the Discover Pass is one step closer to becoming law after passing through the Senate Ways & Means Committee today.

SB 5977, sponsored by Sen. Kevin Ranker, D-Orcas Island, would allow the pass to be transferable between two vehicles.

“Different activities require different vehicles and modes of transportation,” said Ranker. “After hearing from citizens statewide, it’s clear that a non-transferable pass places too large a burden upon already strained family budgets.”

A November survey conducted by Washington State University under the direction of state Parks, Fish and Wildlife and Natural Resources agencies showed the lack of transferability to have negatively affected revenues. Ranker said the new rule could potentially increase the desirability and sales of the pass.

If signed into law, the legislation would take effect immediately. Current pass holders would be allowed a second vehicle as well.
