Two levies, one strong future

Dear Orcas Island Community,

As autumn settles over our island and our school year gains momentum, I want to share important information about an opportunity to shape the future of our schools — and the future of our children. On Tuesday, Nov. 4, voters will be asked to consider two school levies that will sustain and strengthen the Orcas Island School District for years to come.

We call this campaign “Two Levies, One Strong Future,” because it reflects who we are: a district rooted in the strength of our community, dedicated to the success of every student and committed to building a future where our children can thrive.

Proposition 1 – Capital Projects Levy for Sitework and Safety Improvements

This six-year levy will enhance the safety, accessibility and functionality of our campus for decades to come, including:

• Reconfiguring, expanding and paving driveways, parking areas and walkways.

• Adding ADA-compliant walkways.

• Installing energy-efficient LED site lighting.

• Constructing a shotput/discus competition area to allow OISD to host track meets.

These projects will improve safety, accessibility and traffic flow for students, families and the broader community. The levy would collect no more than $1,052,000 annually from 2026-2031, with an estimated starting rate of $0.1987 per $1,000 of assessed value.

Proposition 2 – Educational Programs & Operations (EP&O) Levy

This three-year levy supports the daily programs and services that directly impact student learning, including:

• Teachers, counselors, nurses and paraeducators.

• Mental health and social-emotional supports.

• Music, athletics, Farm to Classroom and enrichment programs.

• Instructional supplies, classroom materials and ongoing maintenance.

These are essential elements of a well-rounded education, yet the state does not fully fund them. This levy would collect up to $750,000 annually from 2026-2028, with an estimated starting rate of $0.1390 per $1,000 of assessed value.
