How many thousand of hours and thousands of dollars have already been spent on this comprehensive plan?  This expense is at a time when the school’s buildings are in bad repair and the county offices are not open full time.

Whom does this plan benefit? Who instigated the plan?

How can we stop it when it is disruptive and confusing to most island residents?
